What is PPN 0621 (WPPN 06/21 in Wales)?
UK Central Government’s Public Procurement Notice 06/21 requires businesses bidding on public contracts worth £5 million or more to measure their carbon footprint and set a Net Zero target for 2050. This legislation aims to support the UK government’s 2050 Net Zero goals, with a focus on decarbonizing the public sector.
To comply with PPN 06/21, businesses must measure their annual Scope 1, 2, and 3 (partial) carbon emissions and have a carbon reduction plan in place. This includes measuring eight types of emissions: Scope 1, Scope 2, and five categories of Scope 3 emissions. The measurement and reporting of emissions must be done in accordance with the government’s published reporting standard for Carbon Reduction Plans and GHG Reporting Protocol corporate standard.
